1.The Ministry of Education and Training (MOET) has receivedfinancing from the World Bank toward the cost of the supporting the establishment of an e-Library for a network of universities, and intends to apply part of the proceeds toward payments under the contract for Procurement of Electronic Resources for Library Consortium of a University Network.
2. The National Economics University (NEU) now invites sealed Bids from eligible Bidders for supplying multidisciplinary and specialised Economics e-books and Printed books which consists of the following items:

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” edition July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 2,000,000 VND or 100 USD. 6. Bids must be delivered to the address below on or before at 8:30 am 29th December 2020. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 9:00 am on 29th December 2020
7. All Bids must be accompanied by a Bid Security of a USD 25,000 (in words: twenty five thousand US dollars), or an equivalent amount in Vietnam Dong or another freely convertible foreign currency.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
