Following the series of seminars "Improving capacity to prevent and handle violations in e-commerce", on the morning of December 12, 2023, National Economics University in collaboration with the General Department of Market Management organized a technology forum on anti-counterfeiting and consumer protection in Vietnam e-commerce.
The forum is one of the activities to implement the Prime Minister's Decision No. 319/QD-TTg dated March 29, 2023 on approving the "Project on anti-counterfeiting and consumer protection in e-commerce until 2025"
Attending the forum, on the side of the General Department of Market Management, there were Mr. Tran Huu Linh - General Director; Mr. Nguyen Thanh Binh - Deputy General Director. On the side of delegates outside the school, there were Mr. Le Duc Anh - Director of Center for Informatics and Digital Technology, Department of E-Commerce and Digital Economy (Ministry of Industry and Trade); Mr. Nguyen Binh Minh - Vietnam E-Commerce Association (VECOM); Ms. Do Thi Xuan Huong - Institute of Intellectual Property Science, Ministry of Science and Technology. On the side of National Economics University, there were Assoc. Dr. Nguyen Thanh Hieu - Vice President; Dr. Dinh Le Hai Ha - Deputy Director of the Institute of International Trade & Economics; together with representatives of departments, faculties, institutes and centers; representing ministries, branches, agencies and units as members of the Steering Committee for the implementation of the Scheme; experts and scientists from National Economics University, major institutes and universities in Vietnam; E-commerce Association, Anti-Counterfeiting and Trademark Protection Association, Consumer Protection Association; representatives of e-commerce trading platform; anti-counterfeiting technology companies in Vietnam and a large number of students of the University.

Opening of the forum, Assoc. Dr. Nguyen Thanh Hieu - Vice President of National Economics University said that e-commerce has become a consumer trend of the whole world, especially after the Covid-19 pandemic. Recognizing the role and importance of e-commerce in economic development, many years ago, National Economics University introduced this content into the teaching process. Especially, since the General Department of Market Management in collaboration with the National Economics University opened the major in Market Management, e-commerce is one of the contents that the university always focuses on.

Sharing the same view, General Director Tran Huu Linh emphasized that e-commerce is currently the main operating environment not only for sellers and buyers but also for functional forces. With this trend, counterfeit and counterfeit goods traded through e-commerce are gradually becoming popular and this will be the main struggle for market management forces in the near future. However, in order for the fight and handling of violations to be effective, functional forces need human resources, especially appropriate tools and methods, not "empty-handed".

Referring to anti-counterfeiting solutions, consumer protection on e-commerce, Dr. Dinh Le Hai Ha - Deputy Director of the Institute of International Trade and Economics, National Economics University said that on e-commerce, it was not only about avoiding counterfeit goods, but also ensuring the full interests of customers. According to Dr. Dinh Le Hai Ha, on e-commerce, needed to manage traders providing goods and services associated with traders organizing e-commerce platforms and e-commerce ecosystems. Along with that, legislating the use of shipper and customer information at e-commerce platforms and application providers (apps).

Mr. Le Duc Anh - Director of the Center for Informatics and Digital Technology, Department of E-Commerce and Digital Economy (Ministry of Industry and Trade) said that e-commerce is developing strongly, but many consumers face obstacles when shopping online. It is the fact that the quality of goods is worse than advertised; prices are usually higher than direct purchases; high transportation costs; troublesome ordering; fear of personal information being disclosed; Poor customer service...
"The biggest obstacle for consumers in online shopping is the quality of goods. Many times when the order is completed, the goods received are far different from the advertising image" - Mr. Le Duc Anh pointed out and said that it is necessary to apply advanced technology solutions in identifying sellers, buyers, traceability of goods in e-commerce to prevent counterfeiting.
Over the years, functional units of the Ministry of Industry and Trade have been making efforts to improve infrastructure, legal framework and policies to develop e-commerce and digital economy. Most recently, in 2023, the Department of E-Commerce and Digital Economy has built a Digital Ecosystem to strengthen the protection of consumers' interests. This includes a system for managing and resolving online reflections and disputes in e-commerce between people and businesses.
According to experts attending the forum, in the era of industrial revolution 4.0, without modernizing anti-counterfeiting technology, it is difficult to control and prevent increasingly sophisticated tricks of counterfeit distribution channels.
Therefore, the search for anti-counterfeiting solutions will help unify national standards for authorities to propose general technical standards of anti-counterfeiting stamps, serving production and business units to avoid wasting social resources in researching individual anti-counterfeiting solutions of each unit.

In concluding remarks, Deputy Director General of the General Department of Market Management Nguyen Thanh Binh affirmed the importance of the Forum for functional forces in combating counterfeiting and protecting consumers' interests on e-commerce in order to improve policies and laws on anti-counterfeiting and consumer protection in e-commerce activities; create a strong change in awareness so that all levels, branches, people and businesses are self-aware and well abide by the Party's policies, the State's legal policies in anti-counterfeiting and consumer protection; improve the effectiveness of consumer protection in e-commerce activities, create confidence for consumers in online transactions and purchases; ensure and ensure transparent and healthy e-commerce activities, effectively protect the legitimate rights and interests of enterprises and consumers; promote sustainable e-commerce development in Vietnam.
