Speaking at the opening of the seminar, Assoc. Prof. Dr. Bui Huy Nhuong emphasized that the development of the "4.0 revolution" has greatly affected all aspects of life, the economy, and society. From a national perspective, the government has invested heavily in digital transformation programs; localities and ministries also invest a lot of resources in libraries as well as digital transformation.
Assoc. Bui Huy Nhuong also affirmed that digital transformation is not only the problem of an organization, an individual, or a school but has become a global problem. Therefore, education and training cannot be outside the law of transformation to promptly grasp the achievements of science and technology, the achievements of the fourth industrial revolution, and put them into application to contribute to improving the quality of life. quality teaching and learning.
The Associate Professor and Vice President wished that the seminar would be a forum to discuss the topic of digital transformation in the library and to share experiences in digitizing library documents among experts in the field of libraries with other experts. colleagues from member libraries; at the same time, we hope that through the presentations and experience sharing of reporters—experts in the field of libraries—the participants in the seminar will receive the most useful and practical information to spread and contribute to the successful implementation of a number of digital transformation activities at their libraries.

Digital transformation is one of the top concerns in all fields today, and the information-library sector is no exception. Digital transformation is an important driving force to create breakthroughs for the library industry in order to improve the operational capacity of libraries in the 4.0 revolution, improve processes, reduce working time and effort for employees, and especially to bring convenience and many convenient services to users in searching for and exploiting information resources.
On February 11, 2021, the Prime Minister signed and promulgated Decision No. 206/QD-TTg approving the "Program on Digital Transformation of the Library Industry up to 2025, with an orientation to 2030," which sets out the objectives. Objective: "Strongly and comprehensively apply information technology, especially digital technology, to improve the operational capacity of libraries and form a modern library network; ensure the provision of services that meet the needs of users; attract a large number of people to pay attention to and use library services, contributing to raising people's intellectual level and building a learning society." It can be said that the digital transformation program of the library industry is the basis for creating breakthroughs in the field of libraries as well as in serving readers. The change in learning and working methods from face-to-face to online is making the digital transformation of the library industry even more necessary.
